Special Events include block parties, assemblies (including parades, farmers markets, shows, street dances, parties, concerts, games, area-wide sidewalk sales, etc.) and parades (including marches, races, walk-a-thons, bike-a-thons, etc.)
Special Event Applications with a Temporary Liquor License
If your Special Event requires a Temporary Liquor License, please submit applications two months or more prior to the next Liquor Commission meeting.
Special Event Applications Submitted for Parades or Runs with State Highway Closures
If your Special Event involves a highway (and we need permission from IDOT), we will require the additional 30 days (in addition to the above considerations) for IDOT processing.

Construction Permits
Construction Permits are required in Freeport by ordinance. Contractor Licenses are mandatory for all work done within City limits.
Fines will be issued for not obtaining a proper permit or obtaining a contractor license and following the conditions of the permit and Freeport ordinances. It is the responsibility of each contractor and resident to familiarize themselves with all local codes and ordinances as well as state and federal regulation prior to starting work on a given project.
All project work or construction performed in the public Right-Of-Way (ROW), generally the space beyond a parcel’s frontage property line, will require a City of Freeport ROW permit no matter what the value of the project. Projects performed within a given parcel or parcels may require a building permit (see the visual aid).
If a plumbing permit is obtained for sewer and/or water line work and the work enters the Right-of-Way, a ROW permit will also need to be obtained.
