City Meeting in Freeport Illinois

NOTICE OF ELECTION – 2023
PRIMARY ELECTION – FEBRUARY 28, 2023
CONSOLIDATED ELECTION – APRIL 4, 2023

The City of Freeport will conduct elections for the following offices:

Alderman: four-year terms in the following districts:
Ward 1     ~     Ward 3     ~     Ward 5     ~     Ward 7     ~     Alderman at Large

Primary Election:  Petitions may be circulated beginning Tuesday, August 30, 2022.

Documents: Nomination papers filed by a candidate shall consist of:

  1. Statement of Candidacy
  2. Nomination petition sheets
  3. Receipt for filing Statement of Economic Interest *
  4. Loyalty Oath (optional)

Signature Requirements: The number of signatures required on petitions may be obtained from the Stephenson County Clerk/Local Election Authority.

Filing Period: The filing period is Monday, November 21, through Monday, November 28, 2022

Nomination Petitions, Statement of Candidacy, Receipt of filing your Economic Interest Statement and the optional Loyalty Oath will be accepted during business hours from 8:00 a.m. until 5:00 p.m. each work day until the final day of filing at 5:00 p.m. at the office of:

Petitions may also be mailed to the above address. Please note we will NOT accept petitions to be filed through the drop boxes outside. Petitions must be mailed or physically delivered inside City Hall to the Clerk’s office during business hours.

Be sure to refer to the Illinois State Board of Election’s “2023 Candidate’s Guide” for eligibility requirements of a candidate for municipal office especially as it pertains to persons residing in a ward whose boundaries have been redistricted.

All petitions filed by persons waiting in line at the office of the City Clerk/Local Election Official as of 8:00 a.m. on the first day of filing shall be deemed simultaneously filed. In the event of simultaneous filing on the first day, a lottery drawing approved by the State Board of Elections will be conducted to determine order of placement on the ballot. There is no lottery for petitions filed on the last day.

Petitions should be completed, signed and notarized, as required, prior to filing with the City Clerk/Local Election Official. To avoid the appearance of impropriety and to assure fair electoral board hearings, the City Clerk, Deputy Clerk or other Notary Publics employed by the City will not notarize nomination papers for candidates seeking office in the City of Freeport.

Persons filing as candidates should verify accuracy of general information provided herein by referring to the “2023 Candidate’s Guide” at http://www.elections.state.il.us or reviewing a copy in the City Clerk’s Office, by seeking legal counsel or contacting the Office of the State Board of Elections, Springfield (217)782-4141 or Chicago (312)814-6440, prior to the date of filing. Signature requirements may also be verified with the State Board of Elections. The State Board of Elections may from time to time update the 2023 Candidate’s Guide and/or required forms.

* Your statement of Economic Interest MUST be completed and filed with the Stephenson County Clerk at 50 W. Douglas St, Freeport IL. Your receipt of the document, which you will receive back from the Stephenson County Clerk, must be turned into the City Clerk’s office no later than the end of the filing period on Monday, November 28, 2022
